United States financial report

I recently heard the statistic that if the U. S. government started saving and actually planning to reduce the budget, it would take 10 years just to get on the positive side. Personally, I think longer. I would like to know from all of you, without placing blame on the cause, what would your plan be to improve the country's financial report.
